Executive Director

Raphael Jean-Noel Jr

Raphael has been making a difference in the lives of foster care children with developmental and severe emotional disturbance since 1998 as a Care Planner, Health Care Integrator and Care Coordinator.  He began his work in the field of TBI cognitive rehabilitation 17 years ago as an Independent Living Skills Trainer and Positive Behavioral Intervention Specialist. Over the years he worked at various agencies providing life skills training and cognitive rehabilitation to individuals throughout the NYC, Westchester and Long Island area. Raphael has witnessed significant quality of life improvements and greater levels of independence in the participants he has worked with.  Fully committing to this work ignited a passion in him as he created opportunities to fulfill his purpose helping individuals with brain injuries regain meaningful independence living and working in the communities of their choice. Raphael has a Bachelors Degree in Physical Education and Science from Hofstra University and is a Certified Brain Injury Specialist (CBIS).

Executive Director

Trudy Phillips

Trudy began her career in 1997 as a General Education teacher with the NYC Dept of Education.  Although having been involved with inclusion classes over the years, it was not until 2017 that she started directly working with individuals with developmental disabilities and traumatic brain injuries as a Care Manager. Providing support and strong advocacy to people who needed her help the most was transformative for Trudy.   It was this sense of purpose that solidified in her mind that working with people with disabilities was the path her life was intended to take.   Trudy went back to teaching in 2018 in District 75 as a Special Education teacher.  She continues to change the lives of teenagers and adults with special needs to this day. Trudy has a Masters Degree in Science Education from CUNY Lehman College, has a license in Students with Disabilities Grades 7-12 Generalist and is a Certified Brain Injury Specialist (CBIS).
